Coordinates box at the top, The relative starting point

I'm using the coordinates box with a little drop down arrow. I'm using it to calculate offsets. However, the relative selector seems to be relative only to the drop-down arrow. How do I select the relative starting point?

Relative is selected, no change in the Coordinates listed.

Relative is selected and actively highlighted with a hovering mouse, change in the coordinates.

Tried adding a space key press once you have it selected?
