Technical specifications

I have problems with slow script execution in virtual machines.

Windows Server 2016 Data center
Intel(R) Xeon(R) CPU E5-2660 v2 @2.2 GHz (2 Processors

What would be the technical specifications necessary for?
What could be the inconvenience?
