Perform a function if the program can't continue

Is it possible to perform a function or command automatically if the scheduler is idle (as in, it will wait for something to open, but cannot due to some problem)? I might need to do this because there may be times when nothing will happen in the program, and so it should move on rather than leave it there like that.
