Hi,
I am using image recognition across a number of PCs, All should be running windows classic at the same resolution etc. The problem I have is the odd user changes their theme every so often, which obviously messes with the image rec. Can I check programmatically which theme/effects are being used? if so, is there a way to change them back to defaults?
I'd like to ensure each pc was running windows classic theme with show shadows under effects.

I'm not sure that you can do that fully. But take a look at this thread, notably the bottom few posts which suggest a way of changing the theme:

Note it will pop up a dialog so you may still need the macro to send some keystrokes to it to OK it.
