Unable to write to comdef.ini

Is there a known reason for this error message?
I have verified the DataDir path in my registry is correct.
I do open/edit my scripts using windows file explorer.
Another words I don't use the MS console.
Also after closing the error message and exiting the editor I get
this error "List index out of bounds (0)"
