Recommendation for OCR component, ActiveX, DLL or .Net

Hi ,

Does any one know of an OCR component that works when
performing OCR on screen capture or small BMP/JPG files.

It must be Royalty free and cost up to USD $3000,-

Any feedback is mostly appreciated

p.s. MS Office MODI is not an option sice it does not work very well.
and is often not installed.
